&lt;p class="p3"&gt;&lt;font color="#333333"&gt;Appraisals continue to be a source of concern. Real estate practitioners say valuations in many cases aren't conducted by experienced appraisers who are familiar with the area, and as a result, valuations don't consistently reflect market conditions. At the same time, practitioners are uncertain about the most appropriate way to engage with appraisers under new and evolving rules. The increasing involvement of appraisal management companies (AMCs), with their own rules and criteria, adds to the uncertainty.&lt;/font&gt;&lt;/p&gt;

      <title>Home sales down, but value steady</title>
      <description>&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;B&gt;&lt;SPAN style="FONT-FAMILY: 'Times New Roman'; FONT-SIZE: 12pt"&gt;By BOB AUDETTE&lt;/SPAN&gt;&lt;/B&gt;&lt;SPAN style="FONT-FAMILY: 'Times New Roman'; FONT-SIZE: 12pt"&gt; , &lt;B&gt;Reformer Staff&lt;/B&gt; &lt;BR&gt;&lt;BR&gt;BRATTLEBORO&amp;nbsp; Even though the number of home sales in Brattleboro has dropped significantly since the stock market crash, the sale prices of those that have sold have remained above the assessed values determined in the 2005 reappraisal, said Al Jerard, town appraiser.&lt;BR&gt;&lt;BR&gt;In the first 11 months of 2009, there were 130 sales in Brattleboro and in 2008, there were 148 sales. In 2007 and 2006, there were 211 and 260 sales.&lt;BR&gt;&lt;BR&gt;Values peaked in 2007 and declined slightly in 2008, said Jerard, but much less than in Massachusetts and New Hampshire. Vermont properties actually increased in value in the third quarter of 2009, said Jerard.&lt;BR&gt;&lt;BR&gt;“Vermont was one of only seven states to show a positive trend in the third quarter,” said Jerard, and trends in Brattleboro are consistent with the rest of the state.&lt;BR&gt;&lt;BR&gt;Just the same, property owners in Vermont shouldn’t be breaking out the party favors yet.&lt;BR&gt;&lt;BR&gt;“I don’t feel the housing market is out of the woods,” said Jerard, during Tuesday night’s Selectboard meeting.&lt;BR&gt;&lt;BR&gt;Nearly every home and business in Brattleboro has had a visual inspection, he said, and about 90 percent of those buildings had internal inspections.&lt;BR&gt;&lt;BR&gt;“The listers thank the property owners of Brattleboro for the excellent cooperation we received during this process,” said Jerard.&lt;BR&gt;&lt;BR&gt;Now that the data collection process is complete, the Listers Office will compare the values to recent sales prices and review the results for equity and fairness, said Jerard.&lt;BR&gt;&lt;BR&gt;By late May or early June, a first draft of the grand list will be available and all homeowners will be notified about their new appraisals. The grievance period will start as soon as the draft is released, said Jerard.&lt;BR&gt;&lt;BR&gt;&lt;/SPAN&gt;&lt;SPAN style="FONT-FAMILY: 'Times New Roman'; FONT-SIZE: 12pt"&gt;Once the draft grand list is presented, the state will calculate the town’s common level of appraisal.&lt;BR&gt;&lt;BR&gt;In 2008, the town’s CLA was 87.32.       <title>Realtors continue fundraising efforts for youth</title>
      <description>&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;B&gt;&lt;SPAN style="FONT-FAMILY: 'Times New Roman'; FONT-SIZE: 12pt"&gt;By BOB AUDETTE, &lt;/SPAN&gt;&lt;/B&gt;&lt;SPAN style="FONT-FAMILY: 'Times New Roman'; FONT-SIZE: 12pt"&gt;&lt;B&gt;Reformer Staff&lt;/B&gt; &lt;BR&gt;&lt;BR&gt;BRATTLEBORO -&amp;nbsp;For the past 26 years, a group of area real estate agents has raised more than $150,000 to meet the needs of area youth.&lt;BR&gt;&lt;BR&gt;It started in 1983, when members of the Southeastern Vermont Board of Realtors learned the family of a Dummerston girl, who had serious medical issues, didn’t have the financial means to pay for her care.&lt;BR&gt;&lt;BR&gt;The SVBR is now known as the Southern Vermont Board of Realtors.&lt;BR&gt;&lt;BR&gt;As a result, Frank Martocci, Cathy Eakins, John Morrison and Al Carbone formed the Realtors Youth Benefit Corporation so they could donate funds to the family.&lt;BR&gt;&lt;BR&gt;At first, they borrowed money from SVBR to pay for the medical care. They then established fundraising events to pay for RYBC’s charitable giving.&lt;BR&gt;&lt;BR&gt;Those events included auto raffles and the construction of new homes, profits of which went to the fund. Along the way, they started a golf tournament to benefit the fund.&amp;nbsp; &lt;/SPAN&gt;&lt;SPAN style="FONT-FAMILY: 'Times New Roman'; FONT-SIZE: 12pt"&gt;“The golf tournament is our major fundraiser,” said David Brown, of Better Homes and Garden/Masiello Group, a member of the RYBC’s Distribution Committee.&lt;BR&gt;&lt;BR&gt;Last September, the RYBC raised $6,250 as a result of the tournament, which is held at Haystack Golf Course.&amp;nbsp; &lt;/SPAN&gt;&lt;/P&gt;

&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;SPAN style="FONT-FAMILY: 'Times New Roman'; FONT-SIZE: 12pt"&gt;The fund was originally established to meet medical needs that were not covered by insurance, said Brown. “We still do some of that,” he said, but much of the focus has been shifted to enrichment type programs for children living in difficult situations. &lt;/SPAN&gt;&lt;/P&gt;

&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;SPAN style="FONT-FAMILY: 'Times New Roman'; FONT-SIZE: 12pt"&gt;“I had to cobble together different activities and camps,” she said. “All that stuff costs money.” The RYBC was one piece of the puzzle.&lt;/SPAN&gt;&lt;/P&gt;

&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;SPAN style="FONT-FAMILY: 'Times New Roman'; FONT-SIZE: 12pt"&gt;Gaudette, who is divorced, receives a small monthly stipend from her husband, who is currently in prison.&lt;BR&gt;&lt;BR&gt;If not for RYBC’s help, she said, she would have had to quit her job to care for her boys during the summer.&lt;BR&gt;&lt;BR&gt;“Without the help of the community, I would have been in a real jam,” she said.&lt;BR&gt;&lt;BR&gt;Cindy Coble, the mother of a 13-year-old autistic boy, Jack, thanked the RYBC for helping to pay his tuition to the New England Youth Theatre for the past seven years.&lt;BR&gt;&lt;BR&gt;Coble, a single mother with three kids, wasn’t having financial difficulties until she was hit by a car while riding a bicycle, requiring seven surgeries.&lt;BR&gt;&lt;BR&gt;“RYBC has been there consistently for Jack and I can’t express my gratitude enough,' said Coble.&lt;BR&gt;&lt;BR&gt;Jack’s health problems made school difficult for him, said Rebecca Waxman, the executive director of the New England Youth Theatre.&lt;BR&gt;&lt;BR&gt;“This was a kid ready for success,” she said. Since his first foray onto the stage, Jack has excelled, said Waxman.&lt;BR&gt;&lt;BR&gt;“His energy on the stage is limitless,” she said. “In every show he has been in he has been outstanding. It’s really delightful to watch him.”&lt;BR&gt;&lt;BR&gt;Though the NEYT is rightfully proud of the work it’s done with Jack, Waxman said the credit belongs to his mother.&lt;BR&gt;&lt;BR&gt;“I commend Cindy for doing an exhaustive search to help Jack get the help he needs,” said Waxman.&lt;BR&gt;&lt;BR&gt;Brown said it has been a pleasure watching Jack’s progress with NEYT.&lt;BR&gt;&lt;BR&gt;“He really thrives in that setting,” he said.&lt;BR&gt;&lt;BR&gt;Over the years, the RYBC donated money to a number of young people for eye glasses, dental work, medical bills and tuition for camp and after school programs.&lt;BR&gt;&lt;BR&gt;“We have great communication with the area service providers such as Youth Services, Brattleboro Parks &amp;amp; Recreation Department, River Gallery School, Green Mountain Girls Camp, YMCA Lewis Day Camp, Camp Waubanong, and New England Youth Theatre among others” said Brown.&lt;BR&gt;&lt;BR&gt;In addition, the RYBC has worked with Mollie Burke and supported her summer arts project at Westgate Housing Community through her Art in Neighborhood organization, the Circus Arts Camp and the Therapeutic Horse Back Riding Camp.&lt;BR&gt;&lt;BR&gt;To be eligible for funds, a child must be referred by an outside agency, such as a school or a health care provider.&lt;BR&gt;&lt;BR&gt;&lt;I&gt;Bob Audette can be reached at &lt;A href="mailto:raudette@reformer.com" target=_blanks&gt;&lt;FONT color=#0000ff&gt;raudette@reformer.com&lt;/FONT&gt;&lt;/A&gt;, or at 802-254-2311, ext. 273.&lt;/P&gt;&lt;/I&gt;&lt;/SPAN&gt;</description>

      <title>Realtors® Youth Benefit Corporation Gives All Year</title>
      <description>&lt;P&gt;Christmas is all year, every year, for some organizations such as the Realtors Youth Benefit Corporation, which has raised and distributed more than $150,000 to area youth since 1983.&amp;nbsp; Originally, members of the Southeastern Vermont Board of Realtors® who were involved in the NAR (National Association of Realtors®) “Make America Better” Committee heard the story of a young daughter of a Dummerston, VT farmer who had serious medical issues, but whose family did not have the financial resources to manage it.&amp;nbsp;&amp;nbsp; Realtors® Frank Martocci, Cathy Eakins, John Morrison and Al Carbone were inspired to form Realtors® Youth Benefit Corporation so they could donate funds to the young person in need. Though they had originally borrowed money from their parent organization, SVBR, they initiated many events and continue to raise funds each year primarily now from the RYBC Golf Tournament that occurs in the fall at Mt. Haystack Golf Course.&amp;nbsp; This September, the tournament raised $6,250 profit after expenses. &lt;/P&gt;
&lt;P&gt;The Realtors® Youth Benefit Corporation evolved beyond just raising money for kids with medical needs when Frank Martocci spearheaded the house building projects which was coordinated with Brattleboro Union High School Career Center.&amp;nbsp;&amp;nbsp; Attorney Timothy O’Connor along with John Morrison, Al Carbone, Frank Martocci and bankers at First Vermont Bank helped RYBC raise more funds while helping students build houses and learn how the real estate industry works.&lt;/P&gt;
&lt;P&gt;RYBC has distributed money to various young people throughout Windham County over the many years for eye glasses, dental work, medical bills and scholarship or tuition for camp and after school programs for area youth. David Brown, of Better Homes and Garden/Masiello Group, has been a long time member of RYBC and serves on the Distribution Committee explained “the evolution of the needs of the area kids has grown from just medical needs into enrichment activities such as camps, swim passes, sports and artistic endeavors for kids who don’t have the funds.&amp;nbsp; We have great communication with the area service providers such as Youth Services, Brattleboro Parks &amp;amp; Recreation Department, River Gallery School, Green Mountain Girls Camp, Lewis Day Camp, Camp Waubanaug, YMCA Camp, and New England Youth Theatre among others.&amp;nbsp;&amp;nbsp; We have worked with Mollie Burke and supported her summer arts project with Westgate through her Art in Neighborhood organization for a few seasons as well as the Circus Arts Camp and Therapeutic Horse Back Riding Camp.&amp;nbsp; We have certainly seen an increasing need for kids with special needs because of the changes in state laws and we work hard to keep the RYBC fulfilling its mission.&amp;nbsp; It’s clear that there are needs not being met and we’re committed to helping fill in the gaps.”&lt;/P&gt;
&lt;P&gt;Ginger Gaudette, mom of Charlie and Sam Galanes, is still full of gratitude that RYBC paid the summer camp fees one summer when her family experienced an unfortunate incident.&amp;nbsp; Gaudette further emphasized, “It was such a relief to me knowing I could go back to work and while my 7 and 9 year olds were engaged in healthy activities.&amp;nbsp; I also appreciated the importance of RBYC asking for some kind of professional backup to my request.&amp;nbsp; They seem to have a good rapport and coordination with professionals and services providers in the area to meet kids’ needs.” &lt;/P&gt;
&lt;P&gt;“School guidance counselors are often the source for special requests, especially for those needs that are not met by other programs,” adds Brown.&amp;nbsp; “In recent years, we were able to provide special beds, a special size mattress and even a custom life vest that allowed a child to take swimming lessons, which none would have been covered under the family’s&amp;nbsp; insurance programs.” &lt;/P&gt;

&lt;P&gt;Under the Extended Home Buyer Tax Credit, which is effective on November 7, 2009,&amp;nbsp; single buyers with incomes up to $125,000 and married couples with incomes up to $225,000—may receive the maximum tax credit.&lt;/P&gt;
&lt;P&gt;These income limits have changed from the 2009 First-Time Home Buyer Tax Credit limits. If you or your client purchased a home between January 1, 2009 and November 6, 2009, please see 2009 First-Time Home Buyer Tax Credit.&lt;/P&gt;
&lt;H4 class=contStyleExcHeadingColored&gt;If the Buyer(s)’ Income Exceeds These Limits, Can He/She Still Get a Credit?&lt;/H4&gt;
&lt;P&gt;Yes, some buyers may still be eligible for the credit.&lt;/P&gt;
&lt;P&gt;The credit decreases for buyers who earn between $125,000 and $145,000 for single buyers and between $225,000 and $245,000 for home buyers filing jointly. The amount of the tax credit decreases as his/her income approaches the maximum limit. Home buyers earning more than the maximum qualifying income—over $145,000 for singles and over $245,000 for couples are not eligible for the credit.&lt;/P&gt;
&lt;H4 class=contStyleExcHeadingColored&gt;Can a Buyer Still Qualify If He/She Closes After April 30, 2010?&lt;/H4&gt;
&lt;P&gt;Under the Extended Home Buyer Tax Credit, as long as a written binding contract to purchase is in effect on April 30, 2010, the purchaser will have until July 1, 2010 to close.&lt;/P&gt;
&lt;H4 class=contStyleExcHeadingColored&gt;Will the Tax Credit Need to Be Repaid?&lt;/H4&gt;
&lt;P&gt;No. The buyer does not need to repay the tax credit, if he/she occupies the home for three years or more. However, if the property is sold during this three-year period, the full amount credit will be recouped on the sale.&lt;BR&gt;&lt;/P&gt;

      <title>A Great Place to Raise Kids?  Try North Bennington</title>
      <description>&lt;P&gt;NORTH BENNINGTON -- Anyone thinking about raising children in Vermont may want to consider North Bennington first. That's what Business Week says in its recent "2010 Best Place to Raise Your Kids" ranking.&lt;/P&gt;
&lt;P&gt;In the business magazine's annual selection of the top municipalities in each state to raise children, the most heavily weighted criteria considered the affordability, safety and school test scores in each.&lt;BR&gt;Also considered were the number of schools, household expenditures, air quality, job growth, family incomes, diversity, museums, parks, theaters and other amenities of each town.&lt;/P&gt;
&lt;P&gt;&lt;IMG class="mceWPmore mceItemNoResize" title=More... alt="" src="http://troyrichardson.com/bennington-blog/wp-includes/js/tinymce/plugins/wordpress/img/trans.gif" mce_src="http://troyrichardson.com/bennington-blog/wp-includes/js/tinymce/plugins/wordpress/img/trans.gif"&gt;Information of towns and cities, and in North Bennington's case at least one village, was gathered by the magazine in collaboration with OnBoard Informatics, a New York-based provider of real estate analysis.&lt;BR&gt;North Bennington, with a listed population under 1,400, the magazine said "is a small town with the state's oldest fire company, four churches, a library, post office, railroad station, a dozen stores, a few restaurants, hiking trails, a college, a 35-acre lake, two schools and a symphony orchestra."&lt;/P&gt;
&lt;P&gt;Matthew Patterson, chairman of the Village Trustees, said he wasn't aware of the news before Thursday, but said he's long thought of the village as one of the best places to raise a family. "I'm not surprised in the sense that I've always felt that we've known that secret as members of the community, but it does take me by surprise," Patterson said.&lt;/P&gt;
&lt;P&gt;When hearing the news, Patterson immediately pointed to North Bennington Graded School, which he referred to as the "glue of the community," and as a major factor making the village attractive for families.&lt;BR&gt;"Certainly what would have created that honor is our school; that's what sets us apart," Patterson said. "It's a unique school with the dedication of families to its programs."&lt;/P&gt;
&lt;P&gt;James Williams, a member of the North Bennington Prudential Committee, said what differentiates NBGS from other elementary schools is the community's involvement in the student's education.&lt;/P&gt;
&lt;P&gt;"We really focus on individualized education," Williams said. "We really understand that it takes an entire community to support local education ... it's not just the students, it's not just the teachers, it's not just the parents, but it takes an entire community to achieve what we are, and what we are going to achieve."&lt;/P&gt;
&lt;P&gt;Patterson said hiking trails that wind through open land in the village, Bennington College and Lake Paran where kids fish year-round and swimin the summer also add a lot to the community.&lt;/P&gt;
&lt;P&gt;"It's kind of a perfect storm of features that has allowed the village to be what it is," Patterson said.&lt;/P&gt;
&lt;P&gt;Although, Patterson said there are many towns in the state that offer similar amenities and, like all towns, there are hardships as well. "Some of those things that make us what we are also make it difficult to be who we are." he said.&lt;/P&gt;
&lt;P&gt;Business Week states in the article that selections on the list were limited to towns with at least 45,000 residents and a median income between $40,000 and $125,000 in 49 of the states. "Vermont was given a pass on the population restrictions because none of its cities would otherwise have made the cut," the article says. It lists North Bennington's median income above $54,000.&lt;/P&gt;
&lt;P&gt;North Bennington's selection takes the throne from Burlington, which was named the top place in Vermont to raise kids in the 2009 edition.&lt;BR&gt;Also receiving mention in the ranking are the towns of Bradford and Newbury, which were chosen as runners-up in Vermont.&lt;/P&gt;

&lt;P&gt;&lt;FONT size=2 face=Arial&gt;&lt;/FONT&gt;&lt;/P&gt;
&lt;P&gt;&lt;FONT size=2 face=Arial&gt;&lt;SPAN style="FONT-FAMILY: Arial; FONT-SIZE: 10pt"&gt;In 1983 a group of Southeastern Vermont Board of REALTORS® members got involved in the NAR Make America Better Committee.&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;The local effort was led by Judy &lt;SPAN class=SpellE&gt;Gellert&lt;/SPAN&gt; and Al Carbone. At about the same time Frank &lt;SPAN class=SpellE&gt;Martocci&lt;/SPAN&gt;, Cathy Eakins, John Morrison and a number of other SEVBR members were working on building a picnic area in Dummerston, just below the covered bridge when they heard a story about the young daughter of a Dummerston, VT farmer who was&amp;nbsp;having serious medical problems.&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;The family had no health insurance was about to lose their dairy farm. These REALTORS® wanted to help these folks and Al Carbone came up with the idea for Realtor Youth Benefit Corporation.&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;RYBC borrowed money from the SEVBR and got the charity started. &lt;SPAN&gt;&amp;nbsp;&lt;/SPAN&gt;Make America Better and the picnic area morphed into the REALTOR® Youth Benefit Corporation and RYBC &lt;SPAN class=GramE&gt;was&lt;/SPAN&gt; able to give the family $500 toward their medical bills. &lt;/SPAN&gt;&lt;/FONT&gt;&lt;/P&gt;
&lt;P&gt;&lt;FONT size=2 face=Arial&gt;&lt;/FONT&gt;&lt;/P&gt;
&lt;P&gt;&lt;FONT size=2 face=Arial&gt;&lt;SPAN style="FONT-FAMILY: Arial; FONT-SIZE: 10pt"&gt;Soon after it was Frank &lt;SPAN class=SpellE&gt;Martocci&lt;/SPAN&gt; that got RYBC involved with the Brattleboro Union High School Career Center.&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;&lt;SPAN&gt;&amp;nbsp;&lt;/SPAN&gt;At the time the Career Center built houses to provide hands on training for BUHS students.&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;Al Carbone, Frank &lt;SPAN class=SpellE&gt;Martocci&lt;/SPAN&gt; and John Morrison went to First Vermont Bank and borrowed money to purchase the Career Center’s recent project, a house on Williams Street.&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;Brattleboro attorney Tim O'Connor became involved and RYBC converted the Williams Street house into a two unit condominiums, selling both units and making a significant profit. &lt;SPAN&gt;&amp;nbsp;&lt;/SPAN&gt;They then built and sold a house in Carriage Hill but the market was changing and the profit was not so large. Another break-even house project proved the end of &lt;SPAN class=SpellE&gt;RYBC’s&lt;/SPAN&gt; housing construction. &lt;SPAN&gt;&amp;nbsp;&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/FONT&gt;&lt;/P&gt;
&lt;P&gt;&lt;FONT size=2 face=Arial&gt;&lt;/FONT&gt;&lt;/P&gt;
&lt;P&gt;&lt;FONT size=2 face=Arial&gt;&lt;SPAN style="FONT-FAMILY: Arial; FONT-SIZE: 10pt"&gt;The next fund raiser took the form of a raffle for GEO Metro convertible which netted the group a few thousand dollars. Since then the only RYBC fund raiser has been its annual golf tournament.&lt;/SPAN&gt;&lt;/FONT&gt;&lt;/P&gt;
&lt;P&gt;&lt;FONT size=2 face=Arial&gt;&lt;/FONT&gt;&lt;/P&gt;
&lt;P&gt;&lt;FONT size=2 face=Arial&gt;&lt;SPAN style="FONT-FAMILY: Arial; FONT-SIZE: 10pt"&gt;The funds raised by RYBC have been used to help Windham County youth with eye glasses, dental work&lt;SPAN class=GramE&gt;,&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;medical&lt;/SPAN&gt; bills and after school programs for at-risk youth. Because of the flexible nature of the charity RYBC has been able to step in and provide help when others couldn’t.&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;&lt;FONT color=#373535&gt;&lt;SPAN style="COLOR: #373535"&gt;RYBC has also purchased hundreds of cuddly teddy bears, used by first responders and rescue workers to calm and reassure children who lives have been touched by an accident or fire.&lt;/SPAN&gt;&lt;/FONT&gt;&lt;/SPAN&gt;&lt;/FONT&gt;&lt;/P&gt;
&lt;P&gt;&lt;FONT size=2 face=Arial&gt;&lt;/FONT&gt;&lt;/P&gt;
&lt;P&gt;&lt;FONT size=2 face=Arial&gt;&lt;SPAN style="FONT-FAMILY: Arial; FONT-SIZE: 10pt"&gt;Since its inception RYBC distribution committee has raised and distributed, locally, more than $150,000.&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;Over the years the Distribution Committee has attracted some incredibly dedicated people.&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;Janet &lt;SPAN class=SpellE&gt;Walkewicz&lt;/SPAN&gt;, Nancy Long, Anne &lt;SPAN class=SpellE&gt;Duzinski&lt;/SPAN&gt;, Cathy Eakins, David Brown have a combined service record of over 100 years.&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;REALTORS® and&amp;nbsp;REALTOR® Associates Barb Yankee, Danielle &lt;SPAN class=SpellE&gt;Lauria&lt;/SPAN&gt;, Brand &lt;SPAN class=SpellE&gt;Speno&lt;/SPAN&gt;, Lisa &lt;SPAN class=SpellE&gt;DiBernardo&lt;/SPAN&gt;,&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;&lt;SPAN class=SpellE&gt;Roni&lt;/SPAN&gt; Byrnes and Public Members, Joe Little and Sharon &lt;SPAN class=SpellE&gt;Steidle&lt;/SPAN&gt;, make up the rest of the Distribution Committee.&lt;/SPAN&gt;&lt;/FONT&gt;&lt;/P&gt;

      <title>Housing Market Rebounding in Southern Vermont</title>
      <description>&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;SPAN style="FONT-FAMILY: Arial; FONT-SIZE: 10pt"&gt;There has been a resurgence of the housing market in the past few months as reported in the Reformer on August 21, but the Southern Vermont Board of REALTORS®, which represents the full body of licensed REALTORS® in the region, gives us a more in-depth view of the current market evaluation.&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;Home buyers question if prices are going to drop more while sellers wonder if their house is priced effectively to sell in a market some compare to a roller-coaster ride.&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;Other homeowners wonder if the new tax assessment will be a fair evaluation of the current market. &lt;/SPAN&gt;&lt;/P&gt;

&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;SPAN style="FONT-FAMILY: Arial; FONT-SIZE: 10pt"&gt;Troy Richardson, a State Director of SVBR and broker with RE/MAX Maple Leaf Realty in Bennington, commented “There is so much on the market right now that buyers are taking more time than before to buy and are even holding out for their “dream house” thinking more will come on the market, whereas in the past, I could have shown someone all the properties in their range in southern Vermont over 1-2 days and people made choices quicker because there wasn’t as much available. The majority of the homes are priced appropriately, but buyers are taking much longer to choose because of the variables in the market. The incentives to buy are definitely there.” &lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;/P&gt;

&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;SPAN style="FONT-FAMILY: Arial; FONT-SIZE: 10pt"&gt;Dart Everett, appraiser and owner of Everett Real Estate Services, Inc. of Brattleboro revealed his amazement at how often the comparables are not on the market very long. “It appears that the market is stable, but without confidence.”&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;Everett adds further “Appraisers look at the fact that of the 30 sales and resales in the last 4-5 years, there have only been 1 or 2 homes that have sold for less than before, while a good number of them have sold for more than even during the peak.&lt;SPAN&gt;&amp;nbsp; &lt;/SPAN&gt;We are certainly doing more appraisals for refinancing than for sales, but with interest rates as low as they’ve been, it’s to be expected. It’s true that prices in some of the larger Dover and Stratton condominium projects have decreased, but basically, we’re standing pretty good.” &lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;/P&gt;

&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;SPAN style="FONT-FAMILY: Arial; FONT-SIZE: 10pt"&gt;Todd Brown, an appraiser and owner of Todd Brown Real Estate Services, agrees, “That most of the appraisals during January through June were for refinances, but that appraisals for purchases have increased in the last couple of months.” Brown added, “I’ve seen about 95% of the sales go through within 5% of the listed price.” &lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;SPAN style="FONT-FAMILY: Arial; FONT-SIZE: 10pt"&gt;&lt;SPAN&gt;&amp;nbsp;&amp;nbsp; &lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;SPAN style="FONT-FAMILY: Arial; FONT-SIZE: 10pt"&gt;Barb Yanke of Chittenden Bank offers, “We have found that more and more borrowers are getting pre-approved for mortgages and looking for properties to buy.&amp;nbsp; The challenge has been finding homes that are within&amp;nbsp;the home buyers’&amp;nbsp;budget, that do not require a lot of work.&amp;nbsp; However, in recent weeks the number of pre-approvals turning into contracts has increased.&amp;nbsp; This includes Windham County and Cheshire County.”&lt;/SPAN&gt; &lt;/P&gt;

&lt;P style="TEXT-ALIGN: left; MARGIN: 0in 0in 0pt" align=left&gt;&lt;SPAN style="FONT-FAMILY: Arial; FONT-SIZE: 10pt"&gt;Yanke adds, “There is still plenty of money available to buyers.&amp;nbsp; Even with as little as 0% down in the&amp;nbsp;affordable housing programs.&amp;nbsp;&amp;nbsp;There has been a lot of press about the banks not having money to lend or that it is not easy to get a mortgage, but the bottom line is if you are a qualified buyer there is plenty of money to borrow.&amp;nbsp; It is the Stated income/No income/No asset and sub-prime loan programs that have gone away.&amp;nbsp;&amp;nbsp;We have returned to the 4 C's of lending.&amp;nbsp; "C"redit how the borrower has repaid their debts, "C"ollateral the property itself, "C"apacity can the borrower afford the&amp;nbsp;mortgage&amp;nbsp;and "C"apital do they have any down payment or reserves.”&lt;/SPAN&gt;&lt;/P&gt;

Our target date for the new grand list is April, 2010 and homeowners will be receiving a notice in May or June.”&lt;SPAN&gt;&lt;INS dateTime=2009-09-24T12:26 cite="mailto:smanning"&gt;&lt;/INS&gt;&lt;/SPAN&gt;&lt;/SPAN&gt;&lt;/P&gt;

Bennington’s reappraisal assessments occurred in 2005-2007 and we have not had any significant numbers of foreclosures or grievances.” &lt;/SPAN&gt;&lt;/P&gt;

      <title>Team REALTOR®</title>
      <description>&lt;DIV&gt;&lt;FONT size=2 face=Arial&gt;I wanted thank everyone who participated in the Team&amp;nbsp;REALTOR® effort and to give our members an idea of how we made out with VAR's efforts on behalf of the Susan G. Komen Race for the Cure event held on July 26.&lt;/FONT&gt;&lt;/DIV&gt;
&lt;DIV&gt;&lt;FONT size=2 face=Arial&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;
&lt;DIV&gt;&lt;FONT size=2 face=Arial&gt;We had 28&amp;nbsp;REALTORS® and supporters on the field, the 3rd largest team!&amp;nbsp;&amp;nbsp;And that doesn't include the members of the NEK Board of&amp;nbsp;REALTORS® who held a garage sale to raise funds.&lt;/FONT&gt;&lt;/DIV&gt;
&lt;DIV&gt;&lt;FONT size=2 face=Arial&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;
&lt;DIV&gt;&lt;FONT size=2 face=Arial&gt;Four VAR members finished in the overall top 20 fundraisers.&amp;nbsp; There was great personal effort on the part of Dennis Brown ($625); Cordelia Garofalo ($675); Tina Leblond ($520);&amp;nbsp;Kerry Wevurski ($475) and Deb Amazon who raised an incredible $1325.&lt;/FONT&gt;&lt;/DIV&gt;
&lt;DIV&gt;&lt;FONT size=2 face=Arial&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;
&lt;DIV&gt;&lt;FONT size=2 face=Arial&gt;We also had&amp;nbsp;the support of local boards with contributions of $1000 from SVBR; $822.50 from the NEK Board&amp;nbsp;and $500 from OCBR.&lt;/FONT&gt;&lt;/DIV&gt;
&lt;DIV&gt;&lt;FONT size=2 face=Arial&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;
&lt;DIV&gt;&lt;FONT size=2 face=Arial&gt;I have no way on knowing exactly which board produced the largest number of team members and pledges but it would appear that members of the South Central Board probably had the greatest participation with $755 in contributions from 11 offices and members.&lt;/FONT&gt;&lt;/DIV&gt;
&lt;DIV&gt;&lt;FONT size=2 face=Arial&gt;&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;
&lt;DIV&gt;&lt;FONT size=2 face=Arial&gt;Team&amp;nbsp;REALTOR® has raised $8242.60 to date.&amp;nbsp; Donations made before September 1, are counted in our team total.&amp;nbsp; I hope VAR members who haven't contributed will take a minute to send along there donation.&amp;nbsp; It doesn't have to be a big donation,&amp;nbsp;REALTORS® are having a tough year&amp;nbsp;but every little bit helps.&amp;nbsp; It is a great cause.&lt;/FONT&gt;&amp;nbsp;&lt;/DIV&gt;

      <title>REALTORS® Recognized for Their Dedication</title>
      <description>&lt;P&gt;Brattleboro Reformer&lt;/P&gt;

&lt;P&gt;BRATTLEBORO Between the two of them, Jack Berkley and Don Long have nearly a century in the real estate business.&lt;/P&gt;
&lt;P&gt;On Thursday, they were recognized by the Southern Vermont Board of REALTORS®&amp;nbsp;as&amp;nbsp;REALTOR® Emeriti.&lt;/P&gt;
&lt;P&gt;"It’s great that the two honorees are still at it," said Berkley, 84, who said he was pleased that his peers conferred the title on him and Long.Long, 76, said he was "terribly excited" to receive the title.&lt;/P&gt;
&lt;P&gt;Born and raised in Vermont, Long fought in the Korean War, after which he spent five years in Connecticut working for Pratt &amp;amp; Whitney. Moving back to Vermont, he got a job at Montgomery Ward on Main Street, in the building now occupied by Brown &amp;amp; Roberts Hardware.&lt;/P&gt;
&lt;P&gt;"I decided there’s got to be something a little better than this," said Long.&lt;/P&gt;
&lt;P&gt;He took a job with Roland Fisher, who he said was the leading real estate agent in the area at the time.&lt;/P&gt;
&lt;P&gt;Both Long and Berkley worked together at RJ Fisher.&lt;/P&gt;
&lt;P&gt;But by far his best job has been in real estate, he said, which he got into when he was 37 years old.&lt;/P&gt;
&lt;P&gt;"I wish I had done it when I was 21," said Berkley.&lt;/P&gt;
&lt;P&gt;Before joining up with Jack Veller, to form Berkley &amp;amp; Veller, they were "friendly competitors," said Berkley.&lt;/P&gt;
&lt;P&gt;Veller was working for the real estate division of Richards Insurance at the time.&lt;/P&gt;
&lt;P&gt;"We decided to join forces," he said. "It was a really difficult decision. We really liked the people we were working with."&lt;/P&gt;
&lt;P&gt;In 1975, Long started his own business Long Realtors. In the late 1990s, Long retired from the business.&lt;/P&gt;
&lt;P&gt;"But I wasn’t cut out to retire. I was just lost. I like to talk to people."&lt;/P&gt;
&lt;P&gt;He went back to his old firm, which had been renamed Curtis and Curtis and is now Coldwell Banker Pinetree Real Estate. Now he is working for Better Homes and Gardens The Masiello Group.&lt;/P&gt;
&lt;P&gt;Both men said the most rewarding part of their jobs has been getting people into their own homes.&lt;/P&gt;
&lt;P&gt;"They come in with a dream, and it ’s wonderful to see it come to fruition," said Long.&lt;/P&gt;
&lt;P&gt;Berkley said he was extremely proud of "the great number of friendships I have made both among the real estate community and with former customers and clients."&lt;/P&gt;
&lt;P&gt;For Long, what was also satisfying about the business was working together with his wife, sons and daughter.&lt;/P&gt;
&lt;P&gt;Berkley and Long said while the real estate market has slowed down, it’s not as bad as in other parts of the country.&lt;/P&gt;
&lt;P&gt;Now is a good time to buy a house, added Long.&lt;/P&gt;
&lt;P&gt;"There is plenty of money and good interest rates," he said.&lt;/P&gt;
&lt;P&gt;"People who can afford to buy now can get houses that are a good value and that fit within their budget or income level," agreed Berkley. &lt;/P&gt;
&lt;P&gt;In 1992, his wife Helen joined Berkley &amp;amp; Veller, thus expanding it to Berkley &amp;amp; Veller Greenwood Country Realtors.&lt;/P&gt;

      <title>Mortgage Lenders Update REALTORS® on Mortgage Changes</title>
      <description>&lt;P&gt;A panel of local mortgage lenders let REALTORS® know that interest rates are currently at historic lows and they have money to lend for new mortgage loans. &lt;/P&gt;
&lt;P&gt;The Southern Vermont Board of REALTORS® recently hosted a roundtable on home mortgages to learn how changes in the mortgage industry are impacting the local housing market. &lt;/P&gt;
&lt;P&gt;‘Their rules are changing everyday.’ Ed Sensor, President of Northeast Home Loan, stressed when referring to FannieMae and FreddieMac, the federally sponsored home loan giants that purchase loans from mortgage lenders. ‘The days of 100% mortgage financing are past’ Sensor added. While conventional 80% mortgage financing is now the norm, some local lenders offer 90% for qualified buyers, even 95% financing through VHFA. Jon Muise, Area Director of USDA Rural Development, noted that his direct loan program will still finance 100%. The Rural Development guaranteed loan program, available through qualifying banks, recently raised income limits for recipients. A family of four can now qualify even with an adjusted gross income of $70,000. &lt;/P&gt;
&lt;P&gt;Homebuyers with low credit scores may still qualify for a mortgage loan but should expect to pay more in closing costs. Although buyers’ creditworthiness is key, mortgage underwriters are now more careful to scrutinize homes probing for weaknesses to protect new homeowners from unanticipated repair costs.&lt;/P&gt;
&lt;P&gt;Barbara Yanke, loan specialist at Chittenden Bank, cautioned REALTORS® that because of growing complexity ‘on-line rate shoppers’ may mislead themselves if they don’t carefully evaluate a mortgage loan offering. &lt;BR&gt;&amp;nbsp;&lt;BR&gt;While the housing markets in other states have undergone upheaval, the local market has not experienced nearly as much turbulence. With 124 filings, Vermont’s 2008 foreclosure rate is the lowest in the nation, only .04% versus 1.84% nationally according to RealtyTrac. Housing prices here have also evidenced greater stability than elsewhere in the U.S. According to MLS data the average selling price of a home in Windham County declined by just 7.3% last year while nationwide the &lt;BR&gt;rate was nearly 20%. &lt;/P&gt;
&lt;P&gt;A history of sound lending practices has spared Vermonters from the worst of the nationwide housing crunch. As 2009 unfolds with both lower interest rates and house prices, area REALTORS® and lenders agree they see an improving market for Windham and Bennington Counties.&lt;BR&gt;&lt;/P&gt;</description>

      <title>Troy Richardson Achieves Broker Status</title>
